Germany's public universities are famous for charging almost zero tuition fees — even for international students. But "free education" doesn't mean "free to live there." This guide gives you the full picture of what studying in Germany actually costs in 2025.
Almost — yes. Public universities in Germany (called staatliche Universitäten) charge no tuition fees for both German and international students at undergraduate and Masters level. This policy has been in place since 2014 when the last German state (Lower Saxony) abolished tuition fees.
Even at "free" universities, every student pays a semester contribution each semester. This covers your student union, public transport pass for the city, and administration costs.
The good news: the semester fee includes a semester ticket — free public transport across the city and often the entire state. This saves you €50–€100 per month on transport.
To get a German student visa, you must open a blocked account (Sperrkonto) with a specific amount of money that proves you can support yourself during your studies.
| Requirement | 2025 Amount |
|---|---|
| Blocked account minimum | €11,208 per year (€934/month) |
| In Indian Rupees | Approx. ₹10–11 lakhs |
| How it works | Money is released at €934/month — you can't withdraw it all at once |
| Popular providers | Fintiba, Coracle, Deutsche Bank |
| Account opening fee | €50–€200 one-time |
Most Masters programs in Germany are offered in English — especially in engineering, computer science, and business. However, some programs and most Bachelor's programs require German.

Indian students in Germany can work up to 120 full days or 240 half days per year. At €12–€15/hour, this can earn you €6,000–€9,000 per year — covering a significant portion of your living costs.
Compare that to the UK (₹60–90 lakhs) or USA (₹80–120 lakhs) — Germany offers a world-class education at a fraction of the cost.
