Germany's public universities are famous for charging almost zero tuition fees — even for international students. But "free education" doesn't mean "free to live there." This guide gives you the full picture of what studying in Germany actually costs in 2025.

Is German Education Really Free?

Almost — yes. Public universities in Germany (called staatliche Universitäten) charge no tuition fees for both German and international students at undergraduate and Masters level. This policy has been in place since 2014 when the last German state (Lower Saxony) abolished tuition fees.

⚠️ Important Exception Baden-Württemberg state reintroduced fees of €1,500 per semester (€3,000/year) for non-EU international students in 2017. Universities in Stuttgart, Freiburg, Heidelberg, Mannheim, and Konstanz charge this fee. All other states remain free.

Semester Fee — The One Cost Everyone Pays

Even at "free" universities, every student pays a semester contribution each semester. This covers your student union, public transport pass for the city, and administration costs.

The good news: the semester fee includes a semester ticket — free public transport across the city and often the entire state. This saves you €50–€100 per month on transport.

The Blocked Account — Most Misunderstood Requirement

To get a German student visa, you must open a blocked account (Sperrkonto) with a specific amount of money that proves you can support yourself during your studies.

Language Requirement

Most Masters programs in Germany are offered in English — especially in engineering, computer science, and business. However, some programs and most Bachelor's programs require German.
